The networking infrastructure of UCAR/NCAR is critical to the divisions and
programs fulfilling their missions. It is the responsibility of all individuals
involved in the maintenance and configuration of this network to work cooperatively
to ensure its stability and managed growth. Integral to this is the open
communication and cooperation between the Network Engineering and Technology
Section (NETS) of CISL, the Network Coordination and Advisory Board (NCAB),
and the individual divisions and programs within these institutions. The
following delineates the areas of responsibility for the NETS, NCAB, and the
individual divisions and programs.
NETS
Design, install, upgrade, troubleshoot, monitor, and test the cabling infrastructure of all facilities up to and including the telecommunications outlet.
Acquire, install, upgrade, troubleshoot, configure, and monitor all network devices up to the telecommunications outlet.
Provide information to divisions on recommended networking components beyond the telecommunications outlet, to include items such as transceivers, repeaters, and cabling.
Provide advance notice to divisions/programs regarding any network reconfigurations or anticipated network downtime.
Provide assistance to divisions/programs in troubleshooting network related problems.
Provide consulting services to divisions/programs on request to develop networking strategies to meet their needs.
Remain current on networking trends applicable to UCAR/NCAR and provide information to NCAB and the organization.
Provide adequate training for all NETS staff and division/program staff as needed.
Maintain current documentation of all networking components.
Collect network statistics to document usage and trends, and recommend
and/or provide tools for monitoring local networks to the divisions/programs.
NCAB (From the charter)
Work with NETS to prioritize networking projects.
Define service levels including: standard services, contract services, and special services.
Develop operational policies and procedures.
Contribute to and review short-term and long-term networking plans.
Formulate recommendations and present to the UCAR/NCAR Management as
to how network costs should be apportioned.
DIVISIONS/PROGRAMS
Designate qualified individuals within the division/program to have responsibility for all network changes. Provide names of these individuals to NCAB for approval and update information as needed.
Submit information of all network changes through the on line Network Change Control facility when the changes are made.
Monitor local network for usage and irregularities.
Conduct preliminary diagnosis of suspected network problems and work together with NETS to troubleshoot network problems affecting the Division's activities.
Use recommended network components as provided by NETS.
Provide NETS with current information about local computing configuration including client/server structure, connection of new servers, protocols being supported, etc.
Communicate with NETS regarding significant changes within local computing environment, preferably before they take place, particularly any new system(s) and/or service(s) which may have a significant impact on the network.
Provide information to NETS on networking growth requirements.
