As announced in mid-July, the Presidents Council approved the addition of a new health insurance option for employees beginning in January of 2005. This new option is a High Deductible Healthcare Plan (HDHP) coupled with a Healthcare Savings Account (HSA). Come hear about this progressive new health plan option at one of the informational sessions beginning September 2. The complete listing of meeting dates, times and locations is shown below. Annual enrollment for all benefit options will take place in November. Why are we introducing the new HDHP plan? Nationally and at UCAR, healthcare costs have been rising annually at double-digit rates. The aging of the nations baby boomers is leading to an unprecedented use of physician and hospital services. These factors and others are forcing everyone in America employees and employers alike to take a hard look at how we use health care services, what we pay for them and the value we get from them. The HDHP with HSA option gives you an alternative medical plan that provides you more control over how your healthcare dollars are spent. Youll still have current health plan options in 2005, so this fall you will choose medical coverage under the CIGNA HMO, CIGNA PPO, Kaiser HMO, or the new CIGNA HDHP for next year. With the HDHP you pay each time you use services, up to a higher deductible, but have lower premiums. We believe that most employees will spend less on health care in the long term and get better health results with this approach. Other employers implementing these kinds of plans have found that employees covered under plans with lower deductibles and higher premiums typically dont use the extra benefits those higher premiums buy. The timing couldnt be better for offering an HDHP. Recent Federal legislation allows a Health Savings Account, as long as its offered with an HDHP. You can contribute to this account, on a tax-free basis, and then you and your covered dependents can use the HSA to pay for covered medical expenses until they meet their deductibles. Thereafter, the plan pays for 100% of network medical expenses and 80% for non-network medical expenses. Preventive care is covered at 100%. If participants dont use all of the HSA in one calendar year, the remaining money rolls over for use in future years. For those who need to visit the Denver Citizenship and Immigration Office, INFOPASS is now available. INFOPASS is a new internet-based system for making appointments and will be available at all CIS offices by the end of September 2004. This system is expected to put an end to the long wait times at these offices. Please visit http://infopass.uscis.gov/ for more information. Be sure to click on More Information at INFOPASS to read about documents, etc., that you will need to bring to your appointment.

NSF is going to conduct training sessions for the Fastlane System here at UCAR on Tuesday, September 14, and Wednesday September 15th. We are considering 2 or 3, 3-hour sessions, separated by experience level and what you use Fastlane to do. These sessions will be conducted at the CTTC in CG4, so space will be limited. If you are interested in participating and able to attend one of those days, email Ingrid Moore at imoore@ucar.edu and indicate whether you are a Beginning User or a Regular User, a PI, and what you do with Fastlane. Please respond by August 27. We will use this information to set up sessions that group people of similar needs/skills together. We will then announce the times and dates of the sessions and you will have an opportunity to enroll. This is the first time that NSF has come to our site to conduct this training, so you are urged to take advantage of this opportunity. Anyone who uses Fastlane, or plans to start, is welcome.

The UCAR Child Care Center will start providing child care on Monday, August 30th. The Director is Ms. Mia Strugar-Fritch. She is currently residing in CG-4, room 2510, x8539 or cell (303) 819-8509. The provider, Childrens' Creative Learning Centers plan to have a family day on August 26th offering light snacks with kids from 12:00 p.m.-1:00 and an evening session from 4:30 p.m.- 5:30 p.m.. The center will also be open on August 27th for visitors from 10:00 a.m.- 4:00 p.m. If you are interested in the new program spaces are still available!

Unidata Seminar Series GIS Initiative: Developing an atmospheric data model for GIS Olga Wilhelmi and Jennifer Boehnert 1:30pm August 30, 2004 FL2 Room 1001 Traditionally, geographic information science and technology have evolved from the requirements of a GIS community which until recently did not include atmospheric scientists. In recent years, progress has been made to extend capabilities of general-purpose GIS to the needs of hydrologic and oceanographic communities through development of domain-specific data models. Atmospheric science is one of the fields for which state-of-the-art general-purpose GIS cannot fully accommodate the data and process models of the phenomena under study. Developing a community-based atmospheric data model for ArcGIS has recently begun with the goal to create means for effective organization of atmospheric data and facilitate extension of ESRI GIS capabilities for representing, querying, and analyzing time-dependent, raster, and volumetric data in a geographic context. This presentation will give an overview of the GIS Initiative ongoing work and discuss recent involvement of the Initiative in developing the atmospheric community data model. We will present the first steps of the conceptual design of the data model and discuss complexities that reside in representing the multidimensional, dynamic atmospheric phenomena.
