The health of our visitors and staff is of utmost concern to us while exposure to Severe Acute Respiratory Syndrome (SARS) remains a possibility. In order to support the broad collaboration that is the lifeblood of our institution, we request the cooperation of all visitors in the following procedures. Please watch for these symptoms of SARS: fever of 100.4 f (38C) or greater cough shortness of breath or difficulty breathing If you have these symptoms before embarking on a visit, consult your local physician and delay your trip until you are symptom free. If you develop them during your trip to NCAR or UCAR, DO NOT COME TO WORK. Report your symptoms immediately to Arbor Occupational Medicine at 303-443-0496, or go directly to the emergency room at Boulder Community Hospital. Do not return to work until you are symptom free and have been cleared by medical authorities. Bob Wiley of Safety and Site Services (extension 8554) will verify the medical clearance. As you are no doubt aware, SARS is a contagious and potentially fatal. Its spread is being successfully contained only in areas where good communications, public cooperation, and rigorous public health procedures have been put into effect. We request your cooperation in this international public effort. Please feel free to contact Bob Wiley, rwiley@ucar.edu, if you have question about this policy or SARS more generally.

Reminder: Photographer Ken Langford's slide presentation on atmos- pheric phenomena is tonight, at 7 pm, in the Center Green Building 1 Auditorium. This activity, co-sponsored by the NCAR EO Program, NOAA, and the CSU Colorado Climate Center, is free and open to the public. Some may remember that Ken exhibited some of his images a few years ago at the Mesa Lab. They proved so intriguing to staff that he was asked to do noontime presentations of his photographs for staff at ML and FL. Weather, meteorological optics--Ken has photographed both common and rare examples. Join us to enjoy the display!

Human Resources is developing a small Casual staff to meet the needs of divisions and programs. Our goal is to hire a few skilled individuals who, through working for different groups, will gain knowledge about the organization's processes and work procedures. We have hired one Casual Pool employee who will be available to work beginning Tuesday, May 27, 2003. A few guidelines for divisions and programs that would like to utilize the Casual Pool: * A work request must be completed each time there is a need for a Casual Pool employee. * A two-week notice is required before a Casual Pool employee will be able to begin a work assignment. * The pool is designed to meet long-range needs (i.e., a workshop or conference, an occasional staff overload situation, or a planned medical leave). It is NOT meant to be a substitute for temporary agencies. * Ideally, we would like to start our Casual Pool employees on short assignments (less than 7-10 days) so that they gain experience working for a variety of groups. To receive a Casual Pool Request form, please contact Nancy Wade at nwade@ucar.edu (x8710).
For more information, contact Nancy Wade at 8717, nwade@ucar.edu.

You are invited to attend an ATD Seminar presented by Dr. Alex Barnett from PRC Services Corporation on Monday,May 12th at 10:30AM. It is to be held at Foothills Laboratory, Building 1 in the ATD Atrium. Refreshments will be served. Data are collected for a number of reasons, which can include satisfying a regulatory requirement, research, or as a contingency for use at a future time, among other uses. To be useful, data must have an estimation of uncertainty, and comparability with similar measurements. The achievement of this estimation of uncertainty and comparability, especially when the data are collected as part of a network, requires organization, planning, and the means to verify adherence to the plan. Quality assurance (QA) is defined by the EPA Quality Assurance Handbook for Air Pollution Measurement Systems as: The planned or systematic actions necessary to provide adequate confidence that a product or service will satisfy the given needs. The product in the case of air quality and meteorological monitoring is data. The given needs are the planned uses for the data, which are normally used as input to air quality and meteorological models, and in the performance of air quality and meteorological analyses. Finally, satisfy implies a level of quality that can be defined by various entities such as the U.S. Environmental Protection Agency (EPA), Department of Energy (DOE), or others for various applications. Data quality or data quality objectives DQO) are usually stated in terms of accuracy, precision, representativeness, completeness, and comparability. The role of QA in air quality and meteorological monitoring programs is to ensure that data of a specified quality are collected the first time and that the stated quality is defensible. A QA program that would provide the framework for collecting data that satisfies the given needs, should include the following elements: The support of the highest level of management; An independent organization that has the authority to participate in the entire data collection process, including program design, planning, reviews of monitoring plans and measurement systems, problem solving, and verification (audits); A mandate for the independent QA organization to participate as a partner with the other program participants, rather than as an antagonist;A written quality assurance program plan (QAPP) that defines the goals and structure of the QA program, along with the standard operating procedures (SOP) for carrying out the QA functions; and,A verification program to ensure the implementation of the agreed upon monitoring program elements.
