HAO pioneer Bob Lee passed away on Sunday, 29 December, after a long illness. He was 82. Bob was the engineer in charge of developing instrumentation for HAO from 1948 until he retired from NCAR in 1989. He was involved in almost all of HAO's instrumentation, from the observatory at Climax to satellite instruments. Howe Mortuary is handling funeral arrangements, which are tentatively scheduled for Thursday (2 January).

You are invited to attend an ATD Seminar presented By David Parsons from ATD on Tuesday, 7 January at 10:30am at Foothills Laboratory, Building 2, Auditorium Room 1022. Refreshments will be served. The IHOP 2002 project took place from 13 May and 25 June of 2002 over the Southern Great Plains of the United States as part of the US Weather Research Program. The project was one of the largest weather experiments to ever take place over the U.S. with over 250 participants from four countries with an unprecedented effort by ATD staff. The project was designed to improve the understanding and prediction of warm season precipitation systems with a focus on the improved characterization of the 3-D, time varying distribution of water vapor within the preconvective environment. The IHOP 2002 research efforts include (1) utilizing targeted observations to better understand and predict convection initiation, (2) evaluating the relative impact of improved water vapor measurements on forecast skill, (3) determining the role of surface heterogeneities on boundary layer and convective processes and (4) evaluation of current and future observational strategies for measuring water vapor. This talk reviews the motivation, goals and experimental design for the project. We will also present some intriguing preliminary highlights obtained from various IHOP 2002 investigators.

Bond Funding: Dan Wilson presented a summary of the Bond Funding request for FY 03 and FY 04, using both the 1999 bond proceeds and the 2002 bond proceeds. After extensive discussion, all requested items using 1999 bond funds were approved, with the caveat that those items that relate to the final space decisions (e.g. auditorium renovation, suite remodeling) or the non-UCAR owned buildings should be deferred. We must get suitable permission from NSF to make long-term modifications to the government-owned buildings in order to use bond funds. With regard to the 2002 bond proceeds, with the exception of costs related to CG-4 renovations and the swing space mods to CG-2, space-related expenditures and estimates will be revisited in Spring 2003 when more information is available. 2. FY 04 Preliminary Indirect Budget: Jana Ray presented the components of the FY 04 budget requests. Further work needs to be done on the rationale for the requests and prioritization of the requests. This will be done prior to the January President's Council meeting so that decisions can be made at that time. 3. Space Planning Update: Jeff Reaves and Steve Dickson briefed the Council on progress made in space planning and implementation. They presented the first effort at stacking and blocking for the Mesa Lab. The main message is that Option 1 works within a small percentage of the intermediate (5-year) projected needs. Given the uncertainty in these projections, we conclude that Option 1 is viable from the point of view of the Mesa Lab. Jeff also presented a preliminary cost summary for the remodeling at the Mesa Lab, Fleischmann Building, Foothills Lab and Center Green. Not counting construction of FL-0, the preliminary estimate is approximately $13M, which is close to the available bond funds. So we may conclude that sufficient funds exist to carry out the necessary remodeling. Finally, we agreed to begin remodeling of FL-4 in summer of 2003, since we now know who will be in FL-4. We adjourned at 11:30 AM.

Every year RTD provides a holiday gift to its riders by providing FREE bus service on New Year's Eve. This includes the HOP, SKIP, JUMP, LEAP, BOUND and STAMPEDE. The FREE service will run from 7:00 p.m. on Tuesday, December 31, 2002, until 6:00 a.m. on Wednesday, January 1, 2003. This includes all regular bus and Light Rail service in addition to access-a-Ride and skyRide service to Denver International Airport. RTD buses and Light Rail trains will operate on a regular schedule on New Year's Eve,Tuesday, December 31, 2002, and on a Sunday/ holiday schedule on New Year's Day,Wednesday, January 1, 2003.
