Critical concepts and tools for the analysis, modeling and prediction of complex systems Given by Didier Sornette Universite de Nice, France and UCLA Concepts, methods and techniques of statiscal physics in the study of correlated, as well as uncorrelated, phenomena are being applied ever increasingly in the natural sciences, biology and economics in an attempt to understand and model the large variability and risks of phenomena. This lectur, in part based on [1,2], will present a modern up-to-date review of the key concepts and tools based on statistical physics to analyze, model and predict complex systems. The emphasis of the course will be on a clear understanding of the mechanisms underlying the concepts and methods, while it will also provide the tools that can be of immediate use in applications. Dusk + Deer + Mesa Road + Quitting time = DANGER! Our resident deer herd has been spending a lot of time near the Mesa Road at dusk lately. While the deer have been observed to look before they cross the road, we humans need to take the lead in being observant and stopping for them. If you're driving the Mesa Road and see a vehicle stopped in the lane, with flashers on, assume they are waiting for the deer to cross - Do Not Pass! If you're driving the Mesa Road and an opposing vehicle is flashing their bright lights at you, assume they are warning you about a hazard on the road - SLOW DOWN and watch for deer to cross the road. A little care will keep the deer safe, drivers and passengers safe, and avoid expensive bodywork that is needed when a deer is hit.

Do you schedule UCAR meetings using Meetingmaker? If so, read on. Corporate Wide Calendaring (Meetingmaker) upgrade: Meeting Maker has released version 7.3 which the UCAR IT department is currently testing. We plan to deploy it over the next 5 weeks. Top Ten Reasons to Upgrade. 1. Supports Mac OS X clients. 2. Faster/ better syncing with hand held devices. 3. Improved, faster Java client with banners now supported. 4. Repeating meetings such as those scheduled on the 29th, 30th, 31st of month now work. 5. Yearly repeating meeting possible. 6. Printing on Solaris that caused client to hang are fixed. 7. Can drag and drop meetings correctly. 8. Free and busy times on recurring meetings are now correct. 9. Simplified protocol: all platforms run on TCP. 10. Not specifying a default email client no longer causes crashes Our current server version is 7.0.2. Please do not attempt to download or install the new version 7.3 of software on your own, it is incompatible with our server. We will be doing a PUSH upgrade where files necessary for the upgrade gradually get downloaded from the meetingmaker server in the background, while you are connected. The NCAR/UCAR/UOP Annual Awards Ceremony and Holiday Party will be this Friday, December 13th at Center Green. The festivities will begin at 3 pm sharp, with a String Quintet, the Papillion Chamber Players, featuring Dave Fulker and including NCAR's own Becky Ruttenberg from RAP, leading the event in the lobby area. The awards ceremony will begin at 3:30 pm in the auditorium. The entertainment will be a local group, The Fab 4, a Beatles cover group. If you haven't seen them, now is your chance. Food Services will, as always, provide their excellent food and drink. This year's event promises to be the best ever, so be sure to join the EAC and your fellow co-workers at this year's celebration. Please also note the change in venue, as it will be held at NCAR's newest edition, Center Green.

This is the first in a series of monthly updates on the space planning activities of the UCAR Space Implementation Committee (USIC). The committee, chaired by Steve Dickson, is overseeing the process of designing, remodeling or constructing, and allocating space at UCAR's three campuses following the acquisition of Center Green. Here are the latest developments. o EO move. Shortly after the first of the year, Education and Outreach staff who are now located in FL4 will relocate to swing space in Center Green 2 (CG2). Immediate staff growth in UOP cannot be accommodated without this move. The final location of EO staff has not been determined, but under the options being considered, they will not be returning to FL4. o F&A move. In March, Finance and Administration will move out of its current space on Pearl East Circle into leased space at 3065 Center Green, on the CG campus. o FL4 remodel. Layouts and plans are being prepared for the remodeling of FL4. Except for COMET (currently housed in FL3), the UOP staff remain in this building under all three options. The President's Council agreed that the current building is far from optimal, and that it can be functionally improved with moderate remodeling. UOP, Communications, and NCAR ACD staff currently in FL4 will have to be temporarily relocated to swing space to accomplish the plan. While there is no urgency to get FL4 remodeled, it is one step in the overall process that can proceed early. Timing will depend on arranging the swing space, which will certainly be somewhere at Center Green. Also, the timing could be affected by requirements of the ACD HIRDLS group, whose satellite instrument is scheduled to launch during 2003. o ML analysis under way. Oz Architecture has begun what is referred to in the trade as "blocking and stacking" of the Mesa Lab complex. This process consists of placing groups in specific blocksof space within the building. This is a critical early step in the overall plan. Space in the Mesa Lab is by far the least flexible, as well as the least efficient, to utilize. The planned occupants of ML are about the same in all of the options being considered, and in all three options, all occupiable space is fully assigned. The basic issue is whether these groups can physically fit in ML. If they can, then work can proceed on any of the options. If not, the domino effect could require significant reshuffling of all three options. o Chemistry lab consultant. The FWA Group, an architectural firm that specializes in designing laboratory facilities, has been selected as the chemistry lab consultant and is now under contract. The consultant is being asked to evaluate ACD's existing labs at ML, as well as the feasibility of relocating the labs to CG3 or FL3, or constructing a new building on the FL campus to house the labs. In addition to the technical evaluation, the consultant will provide cost estimates for each option. FWA will conduct on-site interviews to understand the technical and functional requirements for the labs, including storage and chemical handling requirements, current limitations, and relevant safety issues. FWA will also tour each of the candidate buildings and sites. The interviews and site visits are scheduled for December 16-18. The consultant's initial report is due in mid-January, with the final report and recommendation in late January. o Foot path to connect FL and CG. Plans are being developed for a legal, safe bike and foot path within the railroad underpass to connect CG to the FL campus. Meetings with the City of Boulder, as well as the Colorado Department of Transportation and the Burlington Northern Santa Fe railroad, which own the rights of way, have been positive. These groups are supportive of plans for a path that would be entirely northeast of the tracks, eliminating the need to cross the tracks. Engineering details are being worked out prior to a formal application. Funding issues, which are also complicated, are being considered. o Timetable. While the timetable for all these changes is complicated, and moves will likely not be completed for several years, we hope to have decisions about who will move where by the end of February. The Cooperative Program for Operational Meteorology, Education and Training (COMET) announces its 2003 Outreach Program Request for Proposals (RFP) for Cooperative Projects. Submission requirements for Proposals can be found online at http://www.comet.ucar.edu/outreach/coop.htm. The first draft of the NWS Cooperative proposal is due to the appropriate NWS region by 20 January 2003. The final version must be submitted to the COMET Outreach Program no later than 14 March 2003.

Transferable, unrestricted mid-season Winter Park lift tickets are now on sale through the EAC for $39. Compare to the Front Range ticket price (available at King Soopers) of approx $45 and the ticket office price of approx $58. The tickets will be good starting Dec 21 (early season tickets will be sold at the ticket office for approx $36). Winter Park will be open from Nov 13 until mid-April. These tickets can be purchased for friends and family and are completely transferable. There are no black out dates.
