There will be some changes in the NCAR Directorate staff in the very near future. Dr. Bob Harriss has been serving for the past 15 months as Associate Director for Strategic Planning. NCAR's new strategic plan was approved by the UCAR Board of Trustees at their meeting this past October and Bob is returning to his position as ESIG's director full time at the end of this month. I would like to thank Bob for his effective and successful leadership and for the outstanding enthusiasm he has brought to the task of bringing the new strategic plan to life. His work and dedication has fostered these new strategic directions, each of which seeks to integrate and advance our research efforts across a broad agenda in earth system science, new technologies, and societally relevant programs. These new plans have engaged the entire institution and will serve as the framework for our research over the next decade. Bob will continue to be closely involved in the NCAR-wide process, while also leading ESIG into this challenging future. The next step is to draft an implementation plan that provides the roadmap for the staff, programs and partnerships needed to make out strategic plan a reality. As part of that effort, Mr. Peter Backlund will be joining NCAR as the new director of Research Relations. He will arrive at NCAR on December 3, 2001. Peter comes to us from the Office of Science and Technology Policy of the White House where he has been a Senior Policy Analyst in the Environment Division. He has worked extensively on climate change science, assessment and policy; environmental monitoring and earth observations; land cover use and change; and, environmental data policies. Prior to his joining OSTP he was Chief of Staff for the Office of Mission to Planet Earth at NASA. I know you will join me in both thanking Bob for his critically important contributions to developing NCAR's strategy and in welcoming Peter to NCAR. Tim Killeen

Meeting Maker Upgrade from v. 606 to v. 702. Upgrade date: Sept 17-19
Reminder to Palm Users (Mac and Windows compatible): Please send
email to dsvoboda@ucar.edu if you are currently using a
Palm device. We need to know who you are so we can
communicate with you directly on palm issues.
Please take a minute to plan for the upgrade by doing the following:
1. Make one final sync FROM your palm to Meeting Maker BEFORE
Friday, Nov 16 by 4:30 pm.
2. Do not enter new info on your palm between Friday's last sync and
Mon, Nov 19, AFTER the server upgrade.
3. On Monday, do not sync your palm until you have taken additional
steps to install the palm conduits for v. 7.0.2.
4. Even if you have done the PUSH install, we think (we have not been
able to test this) you will have to run the installer to choose the
palm conduits separately. You do not have to UNINSTALL
meetingmaker
to accomplish this.
5. The MM installer will be available from the web at the following
site:
ftp://gate.fanda.ucar.edu/pub/mm702/
or at http://www.fin.ucar.edu/it/dsn/mm/mm702.htm
6. Choose the appropriate windows or mac client software since the
palm
software is a module within the installer.

Susan Solomon is a senior scientist at the Aeronomy Laboratory of
NOAA here in Boulder. She is a world leader in ozone depletion
research who has been honored with the U.S. National Medal of
Science, the nations highest science award, for key insights in
explaining the cause of the Antarctic ozone hole. She has also
received the highest honor of the American Meteorological
Society, the Carl-Gustaf Rossby Medal. Ms. Solomon served as
leader of the National Ozone Expedition at McMurdo Station,
Antarctica, in 1986 and 1987, where she made key measurements
that helped explain the reason for the ozone hole. She is also
featured in the Smithsonian Institutions Museum of American
History Science in American Life exhibit.
Ms. Solomon has made three trips to Antarctica to study its ozone
layer. As she lived and worked in one of the most beautiful and
threatening environments on the planet, she wondered whether
modern science might shed light on Captain Robert Falcon Scotts
fatal trek. Captain Scott was an Englishman who strove to be
first at the South Pole but was narrowly beaten to the prize and
perished on his way home. Ms. Solomon, sleuthing through the
diaries and letters of the men of the Scott expedition, and
comparing the meteorological information they recorded with data
collected in recent years, has found much to challenge the legend
of Captain Scott as a bungler doomed to failure.
In The Coldest March, which was recently published September 10
by Yale University Press, she tells the tale. Comparing
temperature data collected painfully and meticulously by Scott
with that collected by todays automatic weather stations, Ms.
Solomon shows that an extremely rare spell of dramatic cold was
the deciding factor in Scotts death. Challenging the assumption
that Scott was fatally ignorant of Antarctic weather, she finds
that he had an admirable grasp of meteorology and was adequately
prepared for normal Antarctic conditions. Ms. Solomons
investigation of the weather conditions the men faced and of what
kind of people they were sheds new light on the mystery of
Scotts final days.

Upon request, we will furnish CDs to MM System Administrators which will contain the installation files for Macintosh and Windows users, one per division to the top name on the list found at the url: www.fin.ucar.edu/it/dsn/mm/sys admin.htm 2. Why request a CD? MMAdmins may have solaris clients or wish to make more CDs available for home users for faster installs. For those who wish to create their own install cd's from our ftp site, the url is given below and will be available AFTER Nov 19, 2001. This is available to those inside or outside the security perimeter: ftp://gate.fanda.ucar.edu/pub/mm702/ 4. Home Users: A push upgrade for Home users is not practical across slow modem connections. After November 19, home users can let the server deliver all the necessary download files for the new version which we anticipate takes 30-45 minutes at 28.8 KB or b) uninstall the current 6.0.6 version and install v. 7.0.2. We'll post more information on this after Nov. 19. 5. MM Admin software: MM Admins can install the admin software for v. 7.0.2 from the web site above after Nov 19. Be very careful when installing the software to NOT use the DEFAULT setting which creates a MM server. Select the option which installs the Administration application ONLY. 6. The url for JAVA users is: www.fin.ucar.edu/calendar Note: a difference from previous versions. You must select a time zone (USA Mountain (USA)) if connecting to Meeting Maker from Colorado or the appropriate time zone while you are on travel. 7. Palm and UNIX users: Meeting Maker supports the main palm operating systems (Palm III and above, Handspring by Visor). If these are compatible with UNIX/LINUX OS, you're welcome to give it a go. We're not aware of such devices at this time.

or deleted in the UCAR Policies and Procedures Manual. The revised
and new policies are:

Workplace Intimidation and Violence (1-1-20)
Travel (3-1-6)
Insurance (3-2-4)
Inclement Weather (5-1-2)
Please click on "Recent Policy Updates" on the manual's web page for
information about the latest revisions.
Hard-copy versions of the updates have also been sent to all those
designated to retain manual binders, specifically all Division and
Program Directors' offices; the ML, FL, and Jeffco libraries; Human
Resources; cafeteria offices; and the Archives.
Please note the following with respect to UCAR's policy on sexual
harassment: The Conduct in the Workplace policy is being replaced by
two policies, the Workplace Intimidation and Violence policy that is
being distributed today, and a new Sexual Harassment policy that will
be distributed in the near future. (The deleted Conduct in the Work-
place policy included UCAR's policies on both Sexual Harassment and
Workplace Violence, which have been separated now into two policies.)
In the interim, UCAR has not abandoned its policy prohibiting sexual
harassment and, as usual, if employees become aware of such conduct,
they should report it to their supervisor, Division or Program Direc-
tor, a member of the President's Council, or the Human Resources
Department.
You will notice several significant changes to the policies in this
distribution. As usage of the World Wide Web has increased by UCAR
employees and UCAR's administrative functions, it is now more effi-
cient to document and update procedures for implementing UCAR policies
on Web pages instead of in UCAR policy. As a result, as UCAR con-
tinues to update its policies, it will use these opportunities to
transfer procedures to Web sites and abbreviate the policy statements.
Some policies will be combined and others will be eliminated entirely
as part of this review process. The policy format has changed too.
After all policies are reviewed and either abbreviated, combined, or
eliminated, they will be regrouped and renumbered.
Even though, for the most part, the revised policies will no longer

Here's how: Open Meeting Maker From the EDIT pull down menu choose Preferences: Choose Login Tab: Current (If you have no password, leave this blank) New (Enter your new password, six alpha and 1 or more numerics) Verify (Enter your new password again) Help is available at calendar@ucar.edu Not yet upgraded? If you have not logged into Meeting Maker since October 22, please do so NOW. If you keep the MM application open for the required 3-4 hour stretch, files needed for the 7.0.2 upgrade will be downloaded from the server onto your client PC, Mac or Solaris workstation in the background. This allows the necessary installation files to exist so that when the server is upgraded your Meeting Maker client will be ready to connect to the new server version. ***We will turn this feature off at 5 pm on November 16.***On November 17 we will upgrade the server to v. 7.0.2. The steps below give more detail. To do the PUSH upgrade now: 1. Please keep MM open for at least 4 hours. This means OPEN not minimized. Another application can be open and can be the foreground application. It took 4 hours for all the files to download on a Win98PC, Windows 2000 pc and on a Solaris client workstation, 2 hours on a Mac. So try this overnight. 2. An MMUpgrdC folder, automatically created, houses the new installer files (Windows and Solaris) and MMXP Upgrades (Client) on the Mac. Please don't delete them! Call your Meeting Maker divisional System Administrator if you have questions on whether the files are entirely downloaded. You can check our web page (listed above) for a list of those administrators. Beginning January 1, 2002, UCAR employees will choose between CIGNA HealthCare and Kaiser Permanente for their health insurance. The CIGNA HealthCare plan replaces all PacifiCare products. HR has mailed more detailed health care information to all eligible employees at their home addresses. A second packet containing provider directories will be distributed via internal mail shortly after open enrollment begins. Retirees and off-site employees will receive this packet at their home addresses. Benefit open enrollment meetings are scheduled, as well. Features of CIGNA's plans include the following: 1. The comprehensive provider network will be restored including the three major providers in Boulder County: Boulder Medical Center, Avista Hospital in Louisville, and the Longmont Clinic. 2. CIGNA is a national insurer and has PPO and HMO networks throughout the country. This is a significant improvement for employees in the Washington DC area, who have had limited or no access to health care provider networks in the past. 3. Dependent children up to the age of 24 will be covered under an employee parent's plan, and full-time student status is no longer a coverage requirement. (Dependent children with full-time student status will continue to be covered up to age 25). 4. Dental coverage will be provided through CIGNA. Employees may continue to choose their own dentists and are not limited by a network. UCAR is also introducing the CIGNA Employee Assistance Plan (EAP) as a benefit for all employees (including casuals and Student Assistants) regardless of whether they are covered under a UCAR health insurance plan. The EAP is a free confidential resource to employees and family members for counseling and support services. UCAR has also selected Denver Reserve to administer its health care and dependent care flexible spending accounts. In addition, the health care flexible spending account maximum will increase to $4,000. Denver Reserve replaces Ceridian as UCAR's flexible spending account administrator. Employee information meetings will be held with CIGNA representatives in attendance to help answer questions and address concerns. All sessions are open to UCAR retirees, COBRA and long-term disability participants. No registration is necessary. A link to view the scheduled employee meetings is provided below. UCAR employees will make health care plan selections online through the UCARFlex web site. All employees must access this site between Monday, October 29th and Friday, November 30th to choose from among CIGNA HealthCare's HMO and PPO, and Kaiser's HMO. Additionally, employees will designate their 2002 annual elections to the health care and dependent care flexible spending accounts via the website. The HR benefits staff will work closely with those currently in treatment or who have long-term health care issues to assure a smooth transition to the CIGNA HealthCare plan. Meeting Maker PUSH 7.0.2 upgrade. Information as of Monday, Oct 22 - November 16, 2001 For the next 3-4 weeks current users of Meeting Maker will be able to prepare for the upgrade by simply logging into Meeting Maker and keeping the application open for 3-4 hours. During this time, files necessary for the 7.0.2 upgrade will be downloaded from the server onto your client PC, Mac or Solaris workstation in the background in 8 K chunks. This will allow the necessary installation files to exist so that when the server is upgraded your Meeting Maker client will be ready to connect to the new server version. Over the weekend of November 16-18, we plan to upgrade the server to v. 7.0.2. Before this happens you'll receive an update on what to expect regarding login messages and installation for JAVA clients and Palm Pilots. Here are some things to keep in mind for the PUSH upgrade now. You may wish to print out Upgrade Note 2 and this Note 3 for reference. 1. Please keep MM open so the file downloads can occur-takes 3-4 hours. 2. ALL : **Do not minimize MM while the PUSH is occurring.** Windows & Solaris: create an MMUpgrdC folder and new installer files. Macintosh creates a folder called "MMXP Upgrades (Client)". Don't delete these folders or directories! Your MM Admin has details on their contents. 3. Solaris clients - Unless you've installed MM into the default directory, the files may not be downloaded. See your MM System Administrator for details.
