We will be taking the Foothills Telephone and PhoneMail system out of service Thursday, December 28th at 6:00 p.m. for some maintenance work. This will also interrupt in-bound and long distance service for FL4. Local calls will remain unaffected. The telephone switch work is expected to take less than an hour, however the Foothills PhoneMail work will take up to 2 hours.

Attending for entire meeting: Rick Anthes, Jack Fellows, Steve Dickson, Tim Killeen and Katy Schmoll Attending for all or parts of item 1: Gayl Gray, Kathy Strand, Rena Brasher-Aleva, Judy Jones, Melissa Miller, Jana Raye, Diane Rabson, Marla Meehl, John Pereira Attending for item 2: Melissa Miller, Roberta Johnson, Annette Lampert Attending for item 5: Cindy Schmidt 1. Indirect Program Presentations: Gayl Gray presented an overview of the library functions; Diane Rabson presented the archival functions; John Pereira discussed Physical Plant Services; and Marla Meehl gave a presentation on NETS and Telecommunications activities and plans. The Council thanked all the presenters for the outstanding job they do. 2. Education and Outreach Indirect Rate: Melissa Miller presented a series of options for determining the overhead rate for the new Education and Outreach office. The President's Council agreed on a conservative approach to developing the first rate submission for this office. This will result in a rate of approximately 24-25%. However, more details need to be worked out before a final rate can be determined. 3. Mentoring/Coaching (deferred to a later meeting because of time constraints) 4. Outstanding Performance Award Recommendations: In order to limit the total costs of the Performance Awards, which increased to over $100K this year, the Council decided to amend the policy for the amount given to teams for the Outstanding Accomplishment Awards. Article 2 E (Amount and Type of Award) will be amended to read: "Monetary prizes are awarded to employees as follows: $3,500 to a single winner; $1,750 each to two winners sharing an award; $1,500 each to 3-6 winners sharing an award; and a total of $10,000 split equally among 7 or more winners sharing an award." 5. Frank Cushing Visit: We agreed to arrange an informative, exciting visit for House of Representatives staffer Frank Cushing at a time convenient to him and to inform ATM and GEO about his visit. 6. Unstructured Discussion: EAC: Katy recommended that the Council acknowledge the work of the very dedicated volunteers on the EAC and the need for supervisors to support this activity. A suitable recognition will be forthcoming. Restructured Cooperative Agreement: Katy brought the Council up-to-date on the discussions with NSF on restructuring the CA in order to provide better program result reporting for GPRA purposes. The discussions with NSF will result in a new structure that is the least cumbersome possible, while still fulfilling NSF's needs. We adjourned at 3:00 PM.
