Otis Brown: In the late 1950s with the weather forecasting needs of World War II fresh in their minds, and with the Cold War in full swing, members of the meteorological research community banded together (in suits and ties as you can see in the slide!) to discuss the establishment of a new national research institute. Proposed to the Congress of the United States and President Eisenhower, the institute was to meet national scientific, economic, and military needs in the study of atmospheric and weather phenomena.
